Parish Council Elections
By-laws
1. Parish Council
elections shall be held on the third
Sunday of each November for the next
calendar year.
2. Notice of election
and request for Parish Council candidates
to be sent during the sixth week prior
to the election.
3. A candidate for
the Parish Council shall submit his/her
name in writing by the beginning of
the third week prior to elections,
as determined by the Election Committee.
4. Notice of Parish
Council elections list of qualified
candidates to be sent during the third
week prior to elections.
5. The Parish Council
shall consist of 15 members elected
five (5) per year for staggered three
(3) year terms.
6. Beginning with
the 2000 election, 7 Parish Council
members are to be elected of which
the five (5) with the most votes shall
be elected for three years and the
other two (2) for two years. In the
2001 election, 8 Parish Council members
are to be elected of which the five
(5) with the most votes shall be elected
for 3 years and the other three (3)
elected for 1 year. In the 2002 year
and ongoing years, 5 candidates will
be elected for 3-year terms.
7. Parish Council
members may not serve more than two
3-year terms without an intervening
3-year hiatus. A partial term of 1
year or more shall constitute a full
term and a term less than 1 year shall
not be counted as served time.
8. An appointee
to the Parish Council shall meet the
same requirements as a candidate running
for election.
9. The Election
Committee shall be elected at the
Spring General Assembly and shall
hold office until replaced.
10. The Election
Committee has the authority to suspend
and reschedule an election for an
emergency. Proper notice to be given
to continue a suspended election.
11. Individual members
are responsible for verifying their
correct listing in the church register
of members in good standing.
12. The list of
members in good standing as of December
31 of the prior year shall be published
in the 1st quarter of each year and
posted on the church bulletin board.
13. Partial payment
of a stewardship pledge for the current
year shall be considered as payment
in full for the purpose of determining
member in good standing status.
14. A person shall
be considered a member in good standing
through March 31st if they had been
a member in good standing the prior
year and provided the Cathedral Stewardship
Commitment Notice has been mailed
by March 1st. If the Commitment Notice
is mailed after March 1st, a person
shall be a member in good standing
until thirty (30) days from the date
of mailing.
15. Any person aggrieved
by a decision of the Election Committee
as to his/her eligibility to be a
candidate for the Parish Council shall
be entitled to a hearing by the Election
Committee.
16. Any person,
eighteen years of age or over, who
is baptized according to the rites
of the Church, or was received into
the Church through Chrismation, who
lives according to the faith and cannons
of the Church, who has met his or
her stewardship obligation (part of
which is to meet his or her stewardship
financial obligation to the Parish)
and abides by the regulations herein
and the by-laws of the Parish, is
a member in good standing of the Parish,
except that person under twenty-one
shall not serve on the Parish Council
when such service is contrary to local
law (Arch- diocese regulation).
17. A candidate
for the Parish Council must be a member
in good standing of the Parish for
at least one year immediately preceding
the date of the election and who lives
his or her life and activities in
accordance with the faith and cannons
of the Church (Archdiocese regulation).
18. A member duly
enrolled in the Parish register but
delinquent in his or her Parish stewardship
obligations may vote in the election
by meeting his or her stewardship
obligations at any time prior to balloting
(Archdiocese regulation).
19. A new member
of the Parish may vote in the election
if he or she has been enrolled at
least three months prior to the election
(Archdiocese regulation).
20. Any member delinquent
from the Parish register for more
than two (2) years may vote in the
election by making a stewardship contribution
for the two (2) years immediately
prior to the election year and a stewardship
contribution for the year of the election.
21. The Election
Committee shall generate and publish
rules and procedures for absentee
balloting.
